2002 AOSA Rule Change Proposals Review
Submitted by Mike Bricker, FRSA Secretary, USDA-REE-ARS, National Center for Genetic Resources Preservation (NCGRP), Fort Collins, Colorado The April 10, 2002 FRSA Business Meeting and 2002 AOSA Rule Change Proposals review was held at Syngenta Seeds/Hilleshog, Longmont, Colorado. Host was Michael Nelson. Our thanks to Michael for providing the meeting facility. Members present for the meeting were Barbara Atkins, Mike Bricker, Jim Bruce, Pat Conine, Mike Dideriksen, Brigette Fishburn, Jane Hall, Tim Loeffler, Mary Loring, Annette Miller, and Michael Nelson. In the absence of Cheryl Johnson, President, Mike Bricker, Secretary, called the meeting to order at 1:20 PM MDT. The October 10, 2001 meeting minutes were approved, which had been tabled for approval at the January 9, meeting due to the absence of the FRSA Secretary. The January 9, 2002 meeting minutes were approved. Both sets of minutes are available on the FRSA web site under the scheduled meeting date for the meetings. Mike Bricker reported on the current 2002 FRSA memberships (16-individual memberships, 9-support memberships, 14-sponsorships). Mike reported 4 Anna Lute Award Nominations had been received prior to the deadline date of March 15. The Anna Lute Award Nominations Committee of Brigette Fishburn, Annette Miller, and Mark Brick (Colorado State University professor of Soil & Crop Sciences) will select the 2002 Anna Lute Award recipient. The award will be presented at the banquet during the AOSA/SCST Annual Meetings being held June 15-18, in Sioux Falls, South Dakota. Mike reported the donations of $200 to each of the Thornton-Massa Lecture Fund at Colorado State University and the Colorado Seed Growers Association’s Colorado Seed Industry Scholarship at Colorado State University were completed in March. The 2002 Thorntorn-Massa Lecture Series is scheduled for April 17, with Dr Roger Beachy, president of the Donald Danforth Plant Science Center, the guest lecturer. Mike Bricker announced the resignation of Gil Waibel as manager of the Colorado Seed Growers Association (CSGA). Gil has purchased a dairy farm in Wisconsin. Gil has been active in FRSA since his arrival in Colorado, beginning as manager of the Colorado Seed Testing Laboratory and later as manager of CSGA. Linda Munk will be the interim manager for CSGA. Pat Conine presented the Treasurer’s report. The report was found to be in good standing. An audit committee of Jim Bruce and Mike Dideriksen was formed to audit the 2001 FRSA treasury books. An audit report will be due at the July FRSA meeting. Annette Miller provided the FRSA web site Administrator’s report. Annette has made some cosmetic changes to the home page. The membership list has been redesigned and the e-mail addresses for members will be linked for ease of access to individual members. Annette presented the Outreach Committee report. Annette reviewed the list of responsibilities delegated to members at the January meeting for the Mobile Investigations project. A committee meeting will be held in late May or early June to develop a presentation for the July Seed Analyst Forum. Annette will create an outline of requirements for the species being presented in the Mobile Investigations project, seeing that members have the outline of requirements with appropriate time to provide the committee with data prior to the committee meeting. Barbara Atkins reported the draft of the SCST Continuing Education Application Form has been forwarded to Anita Hall, SCST Executive Director. Hopefully, the Application Form will become available on the SCST web site. Barbara indicated that future workshops will need to be cleared through Anita Hall for requesting SCST Continuing Education Points. Tim Leoffler and Jim Bruce provided an update on the Distance Education Seed Analyst Course program. The course development committee has been renamed the Seed Technology Educational Program or STEP. Tim stated STEP is applying for grant funds for writing additional courses. The grant fund application is presently ongoing. STEP has stepped up its advertising campaign on the web and in seed related publications for the upcoming July 2002 Summer Seed Analyst Workshops being held July 15-26. There will be two workshops: Seed Identification and Purity Analysis, July 15-19; and Seed Viability, July 22-26. An e-mail address (info@learn.colostate.edu) has been made available for requesting additional workshop(s) information. Jim reported a demonstration of the SeedImages.com web site is now accessible. A link to SeedImages.com is available on the FRSA web site, www.frsa.org. SeedImages.com will be an electronic seed identification key used to supplement the existing seed analyst courses available through the Colorado State University Distance Learning-CSUN Certificate Programs (www.learn.colostate.edu). FRSA was represented at the Native Seed Quality Workshop, organized by Midwest Seed Services, and held February 26-27 in Fort Collins, Colorado. Among the workshop speakers were Annette Miller, Barbara Atkins, Loren Wiesner, and Tim Loeffler, active FRSA members. FRSA provided a photo display of Noxious Weed Seeds of the United States at the workshop. FRSA sponsored the February 27 morning coffee break. FRSA members in attendance indicated a good cross-section of the seed industry was present. The Seed Analyst Forum Committee had no formal report. The members presentfor the meeting set up a tentative agenda covering: 1) an overview of theMobile Investigations project, performing a trial run of the project beforeplacing a request with Colorado State University Center for Life Sciences for acceptance into the Mobile Investigations program; 2) A demonstration of the SeedImages.com web site, with a critique of the site by Forum attendees as a shakedown trial run; and 3) development of horticultural plates (photos and/or drawings) of Colorado Noxious Weed Seed plants with reference to the seed of said plants, with descriptors of the plants and seeds. An agenda and registration will be available in June. There being no additional old business, a short break was taken. New Business A review of the 2002 AOSA Rule Change Proposals followed the break. A letter was sent to Debbie Meyer, AOSA Rule Committee chair, regarding the review. 2002 AOSA Rule Change Proposal Review letter Annette Miller reported the AOSA TZ Handbook Committee is considering a categorization of performing TZ tests and the reporting of results. There will be discussion of the format changes at the open meeting of the TZ Committee at the Annual Meetings in June. Barbara Atkins announced an Open House at STA Laboratories’ new facility in Longmont, Colorado on May 3. The next FRSA meeting will be the Seed Analyst Forum and business meeting on Friday, July 19, 2002, at the National Center for Genetic Resources Preservation, 1111 South Mason Street, Fort Collins, Colorado. The Seed Analyst Forum will begin at 9:00 AM MDT. Hosts for the July meeting will be the NCGRP FRSA members and the Colorado Seed Laboratory. There will be registration for the July meeting.
